Given an Opportunity

Given an opportunity I would like to bring about the following changes :

I would abolish all states and divide the country into four zones. Delhi, Mumbai, Chennai and Kolkatta will be the capitals of these zones.
I shall set up animal breeding centers throughout the country and encourage scientists to enhance the quality of animals. On the other hand abandoned, stray and diseased animals will be sent to the slaughter houses.
I shall make begging a crime. Old and handicapped beggars will be sent to relief centers. People found begging will be caught and made to work in these centers.
I shall abolish reservations based on caste system. Free education will be provided to all whose parents live below the poverty line.
Total education system will be privatized. Each educational institute will be answerable to the Ministry of Education directly.
I shall impose minimum qualification criteria for people contesting elections.
One child norm will be strictly imposed.
I shall make it imperative for each and every citizen to declare his assets.
I shall ban all religion based parties from contesting elections for MPs & MLAs posts.
I shall also ban all religious processions.
Expenditure on public functions will be slashed by 80%.
